ARTICLE TWELVE - THE SCHOOL CONSULTATIVE COUNCIL.

12.1 The School shall have a School Consultative Council. The functions of the School Consultative Council are:-

(a) To provide a forum for the teachers and the parents to identify and discuss any matters - whether educational, administrative or otherwise - which are relevant to the day to day running of the School and the quality of education provided to the pupils across all the sectors at the School;

(b) To make recommendations to the Heads of School and/or the School Board for the continuous improvement of the educational standards at the School and for the benefit of the pupils, parents, teachers and staff at the School;

(c) To encourage and create opportunities for parent and teacher participation in School activities and extra-curricular events;

(d) To develop, with the help of relevant teaching staff, activities which are educational for parents and teachers;

(e) To perform such other functions as may from time to time be mandated to it by the School Board.

12.2 The School Consultative Council cannot directly intervene in the day to day management of the School, which is the responsibility of the Heads of School who exercise executive powers in the Sectors they are appointed for.

12.3 If a recommendation of the School Consultative Council is not accepted by a Head of School, the School Consultative Council shall inform the School Board of such fact but shall nonetheless continue discussions with the Heads in order to try and find a solution which can be agreed to by both the School Consultative Council and the Heads as being in the best interest of the children and the School.

12.4 The School Consultative Council may ask the Heads of School to provide it with documentation or information which is relevant to the performance of the School Consultative Council’s duties. Provided
however that all personal matters relating to individual students, parents and teachers shall be kept strictly confidential and shall not be divulged by a Head of School. Should a Head of School decide not to provide
documentation or information about any matter on the grounds of confidentiality or in the interests of the School he/she shall have the right to do, and in such a case reference to this decision shall be made in any reports of the School Consultative Council to the School Board.

12.5 The School Consultative Council shall be composed of not less than five
(5) and not more than ten (10) members as follows:-

(a) Two (2) parents elected from amongst the parents whose children are in Early School; and
(b) Two (2) parents elected from amongst the parents whose children are in Middle School; and
(c) Three (3) parents elected from amongst the parents whose children are in Senior School; and
(d) Three (3) teachers, one from each of Early School, Middle School and Senior School, elected from the teachers of the particular Sectors by the same teachers.

Elections for the constitution of the School Consultative Council shall be held every two years, and parents and teachers are eligible for reelection.

Should the number of elected members be less than ten (10) after an election is held as afore-said, the School Board may duly fill the vacancies on the School Consultative Council by appointing any teacher and/or parent who is/are willing to form part of the School Consultative Council, and in filling such vacancies the School Board may appoint teachers or parents from any sector of the School as long as there are no more than seven parents and no more than three teachers on the Council at any time. Should any post become vacant for any reason whatsoever during the two-year term of office of the School Consultative Council, a new member may be appointed by the School Board for the remaining period of that term. Any members appointed by the School Board pursuant to the preceding paragraph shall have the same rights as the other members of the School Consultative Council, and shall serve up to the end of the particular term of office of the School Consultative Council during which they were appointed.

12.6 A Chairperson shall be elected by and from within the School Consultative Council from amongst its members for a period of twelve months.

12.7 The School Consultative Council may invite the Heads of School to attend its meetings in order to enable it to better perform its functions. If the Heads are unable to attend, meetings of the School Consultative Council may nonetheless be validly held.

12.8 Each member shall have one vote provided that in the case of a tie of votes the Chairperson shall have a casting vote. Voting shall be by simple majority of those present at a meeting. that the quorum for meetings shall be three (3) persons out of whom at least one is a parent, one is a teacher. If no quorum is present for two consecutive meetings the matter shall be referred to the School Board by any member and the School Board may give directions as it deems fit.

12.9 The School Consultative Council is free to regulate its own procedure provided that a meeting may be convened by the Chairperson, any one of the Heads of School, or by three members in a written request to the Chairperson.

12.10 All meetings of the School Consultative Council shall be open to School Board members.

12.11 A meeting between delegations from the School Consultative Council and the School Board shall be held as often as possible.
